The project

This private finance initiative (PFI) contract is between Regenter Bentilee Limited and Stoke City Council. It started in 2007 following the completion of the new building by Seddon Construction and will expire in 2032. The building is a Neighbourhood Centre that provides council services, including a library, a youth centre and a community room. The centre also provides NHS Primary Care services, including a GP Practice and dental services. Hard facilities management (FM) services are provided by Seddon and soft FM services are provided by Pinnacle. The SPV investor is Equitix Capital Ltd.


Vercity’s approach is to ensure Stoke-on-Trent City Council receives value for money and excellent facilities service on the Bentilee Hub project. We ensure that planned works are being targeted in the correct areas in order to meet the relevant contractual requirements, protect the client from any undue risk and enable the asset to perform as expected for the occupiers. In undertaking robust reviews of all lifecycle works, we make sure the funds are allocated strategically, and meet all cost expectations. By using our tried and tested Enhanced Lifecycle Planning Review process, we evaluate the FM subcontractor outputs and present clearly summarised findings and recommendations to help improve those outputs in the future.

Vercity ensures the FM providers meet their contractual and legislative obligations. Our audit process provides expert insight into service regimes, with a view to analysing actual performance delivery against contract requirements.  Vercity consultancy’s management framework, quality management, and assurance systems are applied throughout the survey process and we take responsibility for the overall delivery and management of the verification exercise. In engaging our team of internal specialists, we advise on the commercial, technical, or financial elements of the project and assign the most appropriate individual’s skills set as required. By implementing effective processes and procedures, Vercity helps deliver better financial returns and influences effective decision making. In understanding the asset costs and analysing budgets, the project benefits from cost certainty over its’ full term.

The result

The Neighbourhood Centre has 10 retail units on site that create a community feel. The facilities include a pharmacy, a bakery, a butcher and a hairdresser. The community room provides a place where local people come together for activities such indoor bowls, ballroom dancing and bingo.

Project impact

The project continues to create a positive impact for the public sector while maintaining investor returns. Vercity’s established consultancy services provide support to project teams internally, working closely to deliver a high-quality service to the client.   

Environmental Social Governance

In keeping with our ESG principles, alongside Stoke City Council, Regenter, Seddon and Pinnacle, Vercity has been involved in a charity wall climbing event for a local charity that provides palliative care, where we raised just over £400. The Neighbourhood Centre is also currently being used as a COVID testing and vaccination centre.
