The project
Capital Hospitals is the UK’s largest healthcare project and the UK’s largest healthcare Trust. The project agreement required the Trust to finance, design, develop and construct the hospitals and then maintain and deliver certain non-clinical services. Capital Hospitals raised the finance through bonds and loans to fund the construction of the hospitals at a cost of £1.1bn. The freehold ownership of the land remains with the Trust and licences are granted to Capital Hospitals to allow access.
Approach
Vercity delivers the management service agreement (MSA) for the project and we help facilitate the continuous improvements required to meet contract compliance and to ensure the highest level of care. Through careful planning and evaluation, we support the delivery of non-clinical lifecycle works, while ensuring operations remain active 24/7. When upgrading or replacing equipment, we work closely with all parties to ensure temporary facilities and mobile equipment is provided, ensuring disruption is kept to a minimum.
Process
The private finance initiative (PFI) contract runs for 42 years until April 2048. The construction works were completed in March 2016. The facilities management (FM) providers include Hard FM (Skanska Facilities Services Ltd), Sterile Services (Steris), Medical Equipment Services (Siemens Healthineers), and Radiotherapy Equipment Services (Varian Ltd). As an FM advisor, Vercity understands Capital Hospitals’ strategic, operational and commercial positions. From catering and cleaning, to the maintenance of equipment, we engage with and analyse operational issues and develop a service that’s tailored to the client’s needs.
The Result
Capital Hospitals Ltd maintains the hospital to an agreed standard and is due to hand back the project in 2048 at the end of the concession period. In developing bespoke action plans, Vercity continues to ensure the client meets its contractual and legislative obligations. In providing expert insight into service regimes and conducting compliance reviews, our work continues to have a positive impact for the public sector whilst maintaining investor returns.
Project Impact
Our established consultancy services continue to provide support to project teams internally, working closely with all parties to deliver a high-quality service to Capital Hospitals. During construction,11,000 tonnes of metal reinforcement was used in the structure and the floor space totalled 142,000 m2 – the equivalent of 23 football pitches with an external parameter of 10 miles.
